Democrat-Led Shutdown Ends After More Than 40 Days

WASHINGTON, D.C. - Congressman Rouzer released the statement below following President Trump signing the clean Continuing Resolution (CR) into law after the late-night passage out of the U.S. House of Representatives. House and Senate Republicans were in agreement on a clean CR since the beginning, but the 60 votes necessary to end Senate debate delayed the legislation because Democrats dug in to create the longest government shutdown in history.  With only 53 Republican senators, at least seven Democrats were needed to do the right thing and vote to open the federal government.

"Our country endured more than 40 days of unnecessary gridlock because of the Left’s hatred for President Trump.  This marked the first time in recent memory, if ever, that Democrats did not automatically support a clean CR.  I’m thankful for the 8 sensible Senate Democrats who finally broke ranks and worked with Republicans to break this impasse to get a CR and our first set of appropriations measures for this Fiscal Year to the President’s desk.  The American people should never have been forced to endure the consequences of a shutdown Democrats kept in place for no reason other than political posturing," said Rep. David Rouzer.  "Thankfully, this chapter is now behind us.”

What the amended clean CR includes:

  • Extends funding until January 30, 2026
  • Reopens the government and blocks any Democrat attempt of a bloated, last-minute mega-omnibus bill right before Christmas
  • Returns Congress to regular order and continues work in advancing full-year 2026 appropriations bills
  • Includes no partisan demands, including far-left attempts to restrict presidential authority

House Republicans passed the original clean CR on September 19 on the first vote. The Senate voted on the same clean CR 14 times before it was amended and passed on the fifteenth vote Monday night, November 10.  The original CR was passed more than a dozen times under the Biden Administration.

Consequences of the Democrat-Led Shutdown:

  • Two million federal employees didn't receive two paychecks, including TSA agents and air traffic controllers
  • Thousands of flights delayed or canceled every day
  • 42 million Americans temporarily lost access to SNAP benefits
  • Two million armed forces personnel serving without guaranteed pay

What comes next in Congress following the Democrat-Led Shutdown:

  • Completing full-year appropriations
  • Making life more affordable for working families
  • Ensuring every American gets relief from Republicans' historic Working Families Tax Cuts legislation
