Congressman Rouzer serves on the following committees:
Transportation & Infrastructure Committee
The Committee has jurisdiction over all modes of transportation – our aviation system, highways and bridges, transit and rail transportation, pipelines, and maritime and waterborne transportation. The Committee also has jurisdiction over wastewater infrastructure, the Nation’s emergency preparedness and response programs, public buildings and federal real estate management, federal economic development agencies, and one of America’s five Armed Forces: the U.S. Coast Guard.
Subcommittee on Highways and Transit, Chairman
The Subcommittee on Highways and Transit has responsibility for the development of national surface transportation policy, including policies related to the construction and improvement of highway and transit facilities, of safety and research programs, and regulation of commercial motor vehicle operations. Within this scope of responsibilities, the Subcommittee has jurisdiction over many U.S. Department of Transportation (DOT) programs and modal administrations.
Subcommittee on Railroads, Pipelines, and Hazardous Materials
The Subcommittee on Railroads, Pipelines, and Hazardous Materials has jurisdiction over the economic and safety regulation of railroads, the transportation of hazardous materials, and the issue of pipeline safety.
Agriculture Committee
The Committee has jurisdiction over agriculturally related subjects and issues facing farmers and ranchers and the rural communities they call home to make sure all Americans have food, fiber, and fuel. One of the highest priorities of the Committee is crafting the Farm Bill. The Farm Bill typically is renewed about every five years. Since the 1930s, Congress has enacted 18 farm bills.
Subcommittee on General Farm Commodities, Risk Management, and Credit, Vice Chair
The Subcommittee has jurisdiction over policies, statutes, and markets relating to commodities including barley, cotton, cottonseed, corn, grain sorghum, honey, mohair, oats, other oilseeds, peanuts, pulse crops, rice, soybeans, sugar, wheat, and wool; the Commodity Credit Corporation; risk management policies and statutes, including Federal Crop Insurance; producer data and privacy issues; agricultural credit; and related oversight of such issues.
Subcommittee on Commodity Markets, Digital Assets, and Rural Development
The Subcommittee has jurisdiction over policies, statutes, and markets relating to commodity exchanges; rural development; energy; rural electrification; and related oversight of such issues.
Subcommittee on Forestry
The Subcommittee has policies and statutes relating to forestry and all forests under the jurisdiction of the Committee on Agriculture; regulatory issues impacting national forests; and related oversight of such issues.
Science, Space, and Technology
The Committee has jurisdiction over all energy research, development, and demonstration, and projects thereof and all federally owned or operated non-military energy laboratories; astronautical research and development, including resources, personnel, equipment, and facilities; civil aviation research and development; environmental research and development; marine research; commercial application of energy technology; National Institute of Standards and Technology, standardization of weights and measures and the metric system; National Aeronautics and Space Administration; National Science Foundation; National Weather Service; outer space, including exploration and control thereof; science scholarships; scientific research, development, and demonstration, and projects therefor. The Committee on Science, Space, and Technology shall review and study, on a continuing basis, laws, programs, and Government activities relating to non-military research and development.
Subcommittee on Research and Technology
The Subcommittee has jurisdiction over all matters relating to science policy and STEM education; competitiveness, technology, standards, and innovation; National Science Foundation; The National Institute of Standards and Technology; The Office of Science and Technology Policy; The National Technical Information Service; Research, development, and demonstration activities of the Department of Transportation, and other Research and Technology institutions and federal departments.
Subcommittee on Environment
The Subcommittee has jurisdiction over all matters relating to environmental research; Environmental Protection Agency research and development; environmental standards; climate change research and development; the National Oceanic and Atmospheric Administration, including all activities related to weather, weather services, climate, the atmosphere, marine fisheries, and oceanic research; risk assessment activities; scientific issues related to environmental policy, including climate change; other appropriate matters as referred by the Chair; and relevant oversight.
