FY22 Project Requests

The U.S. House of Representatives is formally accepting Member Designated Project requests from House Members for possible inclusion in this year’s appropriations and surface transportation authorization processes.  Congressman David Rouzer has recommended that the following projects in North Carolina’s Seventh Congressional District be considered to receive funding through the Member Designated Project process.

Projects are listed in alphabetical order by the project sponsor or intended recipient below.

Project Name: Lockwoods Folly River, NC
Request Amount: $500,000

Explanation of Request: This request is for a project to maintain an 8-feet deep by 150-feet wide channel from the deep water of the Atlantic Ocean to the intersection of the AIWW and a channel 6-feet deep by 100-feet wide from the intersection of the AIWW, extending north within the banks of the Lockwoods Folly River, terminating at the N.C. State Hwy 211 bridge.  This project is critical to the local economy of the surrounding area.  Keeping this project properly maintained has a positive impact on the local fishing industry and water ecosystems - water quality, and thereby the plants and animals in these areas, can suffer greatly without regular maintenance events by the Army Corps.  Without proper maintenance, small recreational and commercial vessels, charter fishing vessels, and Coast Guard Search and Rescue and Homeland Security Operations, and vessels seeking safe-haven from storms would all be put at risk.  Draft restrictions and possible channel closures through these inlets increase the potential for vessel groundings and accidents.

Project Name: Repairs to Existing Sewer Lines Affected by Ground Contamination

Explanation of Request:  The City of Clinton is seeking funding for repairs to be made to existing sewer lines for the City of Clinton in fiscal year 2022.  The funding would be used for a sewer main that needs to be rehabilitated due to permeation of petroleum based products into the sewer main.  The petroleum based liquids in the sewer main produced a potentially hazardous condition in the sewer main as well as the pump station located downstream.

Explanation of Request:  The City of Dunn is seeking funding for Black River Waste Water Plant improvements in fiscal year 2022.  The funding would be used to make improvements at the Black River Wastewater Treatment Plant facility.  Chlorine contact tanks and associated plant process piping will be replaced and upgraded to provide better levels of treatment and improved peak flow capacity.

Explanation of Request:  The Clinton Police Department is seeking funding for radio upgrades and repeater placements.  This funding would be used for fourteen new handheld devices for the police department and updates for existing handhelds to be usable with the state VIPER updates.  Updating the radio equipment and communication technology will improve service in areas with limited communication abilities and enhance the safety and service for the local community, not only during critical events such as natural disasters, but during normal everyday operations.

Explanation of Request: The funding would be used to conduct a Review Assessment Report 403 to answer the comments, conditions, and concerns in the Assistant of the Army for Civil Works Review Assessment of the North Carolina State Ports Authority’s (NCSPA) Section 203 feasibility study in 2019 to identify and evaluate alternatives to increase transportation efficiencies for the current and future fleet of container vessels operating at the Port of Wilmington and to improve overall conditions for vessel operations and safety.

Project Name: New Hanover County Sheriff’s Department Rapid DNA Instruments

Explanation of Request: The New Hanover County Sheriff’s Office is seeking funding for Rapid DNA instruments.  This funding would be used to purchase a Rapid DNA instrument to help bolster law enforcement efficiency, improve community outcomes, and build a new crime lab.  The instrument allows deputies to process DNA samples themselves with minimal training. These samples are processed quickly and can generate investigative leads in 90 minutes, as opposed to the many months (or years) it can take at the crime lab. They intend to follow the guidance published by the FBI for Rapid DNA in law enforcement contexts.

Explanation of Request:  The Town of Benson is seeking funding for expansion of sewer treatment capacity for the Town of Benson in fiscal year 2022.  The funding would be used for expansion of sewer treatment capacity.  The system is currently stretched too thin and cannot handle heavy rains or hurricanes in addition to the increased number of users.  As the city grows, it puts more and more strain on the existing sewer treatment facilities.

Project Name: Carolina Beach and Vicinity

Explanation of Request: This project is a Coastal Storm Damage Reduction project that consists of two portions. The Carolina Beach portion includes a dune with a base generally bordering at or near that building line with a crown width of 25 feet at an elevation of 12.5 ft national geodetic vertical datum of 1988 (NGDV-88) together with an integral shoreline berm with a crown width of 50 ft at elevation 9.5 ft NGDV-88 and beach fill extending about 14,000 feet from the northern to the southern limits of Carolina Beach. The Area South portion of the project includes a dune with a base generally bordering at or near the building line with a crown width of 25 ft at an elevation of 12.5 ft NGVD-88, together with integral construction of a shoreline berm with a crown width of 50 feet at elevation of 8.0 ft NGVD-88 extending about 18,000 ft from the southern limits of Carolina Beach to the northern limits of Fort Fisher.

Explanation of Request: This project would enhance and improve the public infrastructure to make downtown Four Oaks safer and to promote economic development and investment.  Specifically, funds would be used for relocation of utility infrastructure, installation of crosswalks and curb bump outs on corners/intersections, and sidewalk widening to increase ADA accessibility.  The amount requested would be used to cover materials and labor associated with the project construction.
