Explanation of Request: The USDA-ARS corn and soybean research group is in need of several upgrades that would greatly benefit the corn and soybean programs in terms of data collection, germplasm production, and long term storage. Corn and Soybean are both important farm commodities in NC and the 7th congressional district. In 2019 corn was planted on almost one million acres in NC with a farm sales value of approximately $450 million and soybean was planted on just over 1.5 million acres in North Carolina with a farm sales value of approximately $500 million. The Facilities and Infrastructure funding would be devoted to improving the research capacity of the Soybean and grains groups. The proposed ARS Facilities and Infrastructure funding would make the following improvements to the research station facilities that are necessary for the USDA-ARS corn and soybean research groups to conduct their research mission.

Explanation of Request: The funding will support the continuation of the Generation Reevaluation Report for the Holden Beach component of the authorized Brunswick County Beaches Project. The requested funding will support the federal cost share for the second full year of the study effort. A Feasibility Cost Sharing Agreement for the study was signed by the Wilmington District of the Corps and the Town of Holden Beach in 2021 and the Corps of Engineers allocated $500,000 to initiate the study effort in the FY 2021 Work Plan. The study will identify and evaluate a possible plan of protection for addressing Holden Beach’s risk to storm damage and coastal erosion using current modeling, data, and study practices.

Explanation of Request: The Town of Holden Beach Vacuum Collection System construction was completed and became operational in October 2006. The sewer lift station that houses the major electrical component of the system was constructed of concrete and below base flood elevation, which makes it prone to flooding. These flooding issues have escalated in the last ten years with higher tides and more frequent hurricanes producing significant rainfall. The Town has taken a proactive approach and completed hazard mitigation upgrades to two other lift stations (Stations 3 and 4) to raise electrical components of the system above base flood elevation. These previous upgrades were entirely Town funded.

Explanation of Request: The requested funding will advance construction of the Whiteville Road Force Main Project by funding to completion the project’s design and engineering. The Whiteville Road Force Main Project will result in the construction of approximately 52,000 feet of 12" force mains from U.S. Highway 17 along Whiteville Road in Brunswick County. Once constructed, the additional transmission capacity created by the project will expand wastewater services into currently unserved areas. The project is located in and will serve a HUD Qualified Census Tract (37019020505). The additional capacity is also needed to provide wastewater services to growth areas in the southwest section of the County and accommodate anticipated economic development resulting from construction of the Carolina Bays Parkway/S.C. Highway 31 extension.

Explanation of Request: The funding will go towards environmental studies as a part of the National Environmental Policy Act compliance as well as review certain economic data. As you know, the Water Resources Development Act of 2020, PL 116-260, authorized the Wilmington Harbor Navigation Improvement Project. The project directs the U.S. Army Corps of Engineers to deepen the Wilmington Harbor from its current depth of 42 ft MLLW to a controlling depth of 47 ft MLLW.
