Driving America’s Infrastructure into the Future

In May, the Committee overwhelmingly passed H.R. 8870, the Building Unrivaled Infrastructure and Long-term Development for America’s 250th (BUILD America 250) Act to provide funding for the safe and efficient movement of people, goods, and freight across the country. This historic piece of legislation provides the largest-ever investment in America’s bridges and helps improve the long-term stability of the Highway Trust Fund by ensuring all road users contribute to the maintenance and improvement of our roads.

America’s economic strength depends on infrastructure that is safe, reliable, and built to keep the country moving, and it's important Congress acts to deliver the reliable funding our state departments of transportation deserve. 

With the passage of the Continuing Resolution, current surface transportation programs have been extended through December 11, including multiple duplicative and wasteful programs created under the Infrastructure Investment and Jobs Act (IIJA). Rather than continuing to prolong these policies, Congress needs to pass the BUILD America 250 Act as a long-term reauthorization package that delivers a more balanced and responsible approach to America’s transportation needs.

Improving Roadway Safety

Industry leaders continue to praise H.R. 5668, Dalilah’s Law, for its efforts to restore accountability to our commercial driver licensing system. Dalilah’s Law advanced out of committee in March and would strengthen Commercial Driver’s License (CDL) requirements nationwide, helping ensure commercial motor vehicle drivers have the proper qualifications, training, and understanding of safety regulations before operating large trucks on our nation’s roadways.

Drivers on our roads should be able to read and understand English. Dalilah’s Law reinforces federal safety standards by requiring CDL applicants to demonstrate English proficiency and understand traffic signs, safety requirements, and critical instructions. The legislation also strengthens enforcement of CDL eligibility requirements to prevent individuals who do not meet federal standards from obtaining a commercial driver’s license.

The trucking industry plays a critical role in keeping America’s supply chain moving, and ensuring every commercial driver is properly trained and qualified is essential to protecting motorists, truck drivers, and the communities they serve. We need an accountable commercial transportation workforce, and we need to pass Dalilah’s Law.

Reforming FEMA

Congressman Rouzer participated in the Committee's hearing assessing ways to modernize the Federal Emergency Management Agency (FEMA). Building on the Committee's passage of H.R. 4669, the Fixing Emergency Management for Americans (FEMA Act) Act of 2025, the hearing focused on reforms to strengthen disaster response, improve coordination, and ensure federal assistance is delivered more efficiently.

For states, local governments, and infrastructure stakeholders, a more effective FEMA means faster recovery, reduced project delays, and greater certainty following natural disasters. Committee members reviewed recommendations from the FEMA Review Council and discussed ways to streamline the agency, eliminate unnecessary bureaucracy, and improve disaster preparedness and recovery efforts.

Congressman Rouzer is committed to advancing commonsense reforms to improve disaster response, strengthen preparedness, and ensure taxpayer dollars are used effectively while helping communities recover more quickly after disasters. 

American Cement Association (ACA)

In June, Congressman Rouzer met with the American Cement Association to discuss ways to strengthen domestic manufacturing, support infrastructure investment, and improve worker safety. The cement and concrete manufacturing industry supports more than 500,000 jobs nationwide and contributes $159 billion to the U.S. economy. As the BUILD America 250 Act makes significant investments in bridge construction, replacement, and repairs across the country, the American Cement Association has been a strong supporter of the legislation. 

Parsons Corporation

Major infrastructure projects rely on companies like Parsons Corporation for engineering, design, and project management. Congressman Rouzer met with Carey Smith, CEO of Parsons to discuss the company's work supporting projects across North Carolina's 7th District, including a regional landfill study to address PFAS contamination. Projects like this are critical to protecting public health and strengthening our communities.

Strong infrastructure is the foundation of a strong economy. Congressman Rouzer recently visited Fayetteville’s Oldcastle Infrastructure to learn more about their work building and maintaining the roads and bridges our communities rely on every day.

As North Carolina continues to grow, the infrastructure connecting our communities must keep pace. Congressman Rouzer appreciated the opportunity to hear from the Oldcastle team about how they are helping meet our state’s growing infrastructure needs. And he is proud of the contributions our state and its workforce provide to enhance the infrastructure that keeps America moving.
