Last Week in DC

Working to Improve American Infrastructure and Supply Chain Challenges

Today, Americans are more aware than ever of supply chain challenges and the need for commonsense, bipartisan solutions.  Given the necessity of modernized, functioning supply chains to all Americans, I recently launched the bipartisan Congressional Supply Chain Caucus.

Time is money.  Groceries have become the most expensive ever, infrastructure projects have fallen behind schedule, and American industries are struggling to keep up with delays and increased costs of moving goods through the supply chain.  There are a wide-range of factors that led to these supply chain disruptions, and I’m proud to join my colleagues in relaunching this bipartisan caucus to craft commonsense policy solutions to improve the supply chain delivery system.

Additionally, the Transportation and Infrastructure Committee held our first hearing of the 118th Congress on the state of American infrastructure and supply chain challenges.  Congress must work toward improving the transportation supply chain and the T&I Committee will be at the forefront of this issue.  I joined Spectrum News to discuss this past week's hearing and the supply chain challenges many American industries told us they are facing.  Click here or on the image below to watch the interview.

Recent Legislation

Countering the Chinese Communist Party's (CCP) Land Grab

I joined more than 40 of my colleagues in introducing the Prohibition of Agricultural Land for the People’s Republic of China Act.  This legislation would prohibit the purchase of public or private agricultural land in the United States by foreign nationals associated with the Government of the People’s Republic of China.

To allow China, governed by the Chinese Communist Party, to acquire farmland near and around key military and otherwise strategic areas of the United States, is as dumb as it gets.  Not only are these purchases of key areas of farmland a threat to our national security, but it is a threat to our food security as well.  This must end, and I am proud to co-sponsor legislation to do just that.

Working to Reverse President Biden's WOTUS Rule

The Biden Administration recently issued a new final rule defining "waters of the United States" (WOTUS).  For decades, confusion, regulatory uncertainty, and litigation have surrounded the scope of federal authority over our nation’s waters, and this final rule continues that uncertainty.

Given the Supreme Court will soon issue a ruling impacting any new definition of WOTUS, Biden's rule is both poor policy and badly timed.  It will once again place overly burdensome regulations on farm families, small businesses, infrastructure projects, and entire communities – further harming our already struggling economy.  In other words, this ruling restarts the clock for anyone hoping to begin or expand a construction project.  Not only does it make it more complicated to actually receive a permit, but it limits that amount of land that is even eligible.  Also, rushing to issue a new rule ahead of the Supreme Court's forthcoming decision is premature and creates more complications.

The new WOTUS rule needs to be rescinded so Americans across the country are protected from subjective regulatory overreach.  That's why this week, I was proud to lead 152 of my colleagues in Congress in introducing a Congressional Review Act resolution to terminate this onerous rule.  Utilization of the Congressional Review Act is the best and most appropriate way for the House to make its collective voice heard and push back against this regulatory overreach.

Denouncing the Failures & Horrors of Socialism

With my support, the House passed legislation delivering on our promise to create a future built on freedom.  The resolution denounces socialism in all its forms and opposes the implementation of socialist policies in the United States of America. Additionally, the resolution outlines the failures of socialist systems citing examples in the USSR, China, Cambodia, North Korea, Cuba, and Venezuela.  It also highlights the incompatibility of the founding principles of the United States of America with socialist ideologies.  Socialism has failed in every country it has been tried.  We must not let it destroy America too.  It is revealing and disappointing that roughly a third of House Democrats voted against this resolution denouncing socialism.

2022 Congressional App Challenge Winners

Congratulations to Samin Bhan of John T. Hoggard High School and Atiksh Bhan of Wilmington Academy of Arts and Sciences for winning the 2022 Congressional App Challenge for North Carolina's 7th Congressional District.  Their app, Lookupp, promotes mental health by encouraging users to look up, away from their screen, and have face-to-face interactions with the people they care about.

I applaud these students for their hard work and success!  To read more about what inspired the creation of the Lookupp app, click here.

This Week's Good News Story

For this week's good news story, I'd like to recognize Aaron Harward who currently serves as the Boiling Spring Lakes Superintendent of Public Works.  According to a recent feature in the State Port Pilot, Mr. Harward was honored last Thursday as a “Venus Flytrap Champion for his outstanding work to protect and appropriately manage habitat for the Venus flytrap in the Boiling Spring Lakes community.”

The Venus Fly Trap is a native plant of coastal Southeastern North Carolina and is exclusively found within a 75-mile radius of Wilmington.  They often grow in the city's ditches and along roadsides, making them susceptible to damage from mowers or equipment.  Poachers hoping to make money by selling the unique Venus flytraps have also been known to rob them from their natural habitat.

Thank you, Mr. Harward, for working to protect and save many of the unique Venus flytraps in our community and congratulations on your award!
