Delilah Coleman is a 1st-grader who was severely injured in a car accident caused by an illegal alien driving a semitruck with a CDL. Her injured include a traumatic brain injury, Cerebral Palsy, and she will need lifelong care and therapy.
The driver of this crash crossed the border in 2022 and was released into the country by the Biden Administration. She attended the State of the Union with her father this evening.
Background:
On October 3, 2025, Representative Rouzer introduced H.R. 5688, the Non-Domiciled CDL Integrity Act, to codify the finalized U.S. DOT rule into federal law. Legislation is still needed to permanently protect Americans’ safety, support American workers, and restore order to our commercial trucking licensing system. This legislation ends the reckless policy of granting CDLs to illegal immigrants who lack the English proficiency and road-rule knowledge needed to safely operate massive commercial vehicles on our highways.
