WASHINGTON, DC - Today, with Congressman David Rouzer's support (NC-07), the House Committee on Transportation and Infrastructure unanimously voted by a 62-0 to advance H.R. 7613, Airspace Location and Enhanced Risk Transparency (ALERT) Act of 2026, out of committee. The legislation provides a data-driven, forward-looking framework to modernize aviation safety.
“The tragic accident of American Airlines Flight 5342 has left 67 families grieving an unimaginable loss," said Congressman Rouzer. "The ALERT Act incorporates all federal safety recommendations providing a data-driven path forward to prevent such a disaster from ever happening again. We owe it to the American people to ensure that all recommendations of the NTSB are implemented.”
The ALERT Act was introduced on February 20, 2026, as a response to the various aviation safety issues raised by the tragic 2025 midair collision between American Airlines Flight 5342 and a UH-60 Army Black Hawk helicopter at Ronald Reagan Washington National Airport (DCA). Based on the National Transportation Safety Board's (NTSB) investigation and discussions with aviation stakeholders, the bill provides a comprehensive set of safety improvements.
H.R. 7613 requires the implementation of next generation collision mitigation and prevention technology and reforms air traffic control processes to address the safety concerns revealed by the crash.
